André Biscaia, a researcher at CINTESIS – Center for Health Technology and Services Research, a medical doctor and a specialist with a Ph.D. in Health and Development Policy, spoke to the magazine SÁBADO about resource failures in health units of the Portuguese National Health Service.
The expert admits that there may be “some damage” and suggests that “things would work better if health facilities had more autonomy.”
