Rui Guimarães is a Ph.D. Integrated Researcher at CINTESIS, working in the research group HIS-EHR – Health Information Systems & Electronic Health Records.

He received his Ph.D. in Forensic Sciences, specialization in Forensic Medicine, from the Faculty of Medicine of the University of Porto (FMUP) in 2019. He has a degree in Law from the Lusíada University in Lisbon, a post-graduate degree in Hospital Administration from the New University of Lisbon, a post-graduate degree in Medical Law from the Faculty of Law of the University of Coimbra and a master’s degree in Medical Informatics from the University of Porto. For over four decades he has worked in public administration, in the area of health, with a stint at the Ministry of Justice as a member of the Board of Directors of the Institute of Legal Medicine and Forensic Sciences, where he was director of the Northern Delegation and a member of the Medical-Legal Council.

He is currently a Hospital Administrator, Responsible for Access to Information (RAI) at the Centro Hospitalar Universitário de São João (CHUSJ) and Visiting Assistant Professor at FMUP. He is also a member of the Ethics Committee of the Faculty of Dental Medicine of the University of Porto and Student Ombudsman of the University Institute of Health Sciences (CESPU). He collaborates regularly with the Faculty of Medicine of the University of Coimbra, the Institute of Biomedical Sciences Abel Salazar and the Catholic University of Porto.
